Open Signal is seeking a warm and resourceful individual to join our team as IT Manager, a vital role in tending our network and broadcast technology systems and leading our small IT team in Portland, Oregon.

- Pay: $64,714 - $71,080 per year (DOE, pay is non-negotiable)

Reporting to the Director of Administration, the IT Manager is responsible for leading the organization’s technology function, overseeing IT operations, infrastructure, cybersecurity, and project implementation. This role combines strategic planning with hands-on technical leadership and team management. The ideal candidate will bring experience in IT operations and systems administration, a collaborative and equity-minded leadership style, and a passion for leveraging technology in support of community media and social justice.
Open Signal is Portland’s Community Media Center and public access broadcast station. Our mission is to nurture the change-making power of community media in service of a just and equitable world.

Primary Purpose
The IT Manager leads the technology function, overseeing IT operations, cybersecurity, infrastructure, and project delivery. This role combines strategic leadership with hands-on technical execution. Responsibilities include IT policy enforcement, roadmap management, budget input, and serving as technical lead and project manager for key initiatives.
Essential Duties and Responsibilities
IT Strategy and Operations
- Develop and implement IT policies, procedures, and long-term plans
- Maintain compliance with cybersecurity regulations
- Manage the IT budget and provide input on IT expenditures
Team Leadership and Management
- Supervise and support IT staff
- Provide mentorship, feedback, and performance reviews
- Improve team workflows and documentation practices
Project Management and Technical Leadership
- Serve as technical lead for strategic initiatives
- Manage project timelines, resources, and risks
- Provide technical guidance and stakeholder communication
Other duties
- Participate at least 1 Open Signal committee;
- Participate in meetings and training as needed;
- Participate in a minimum of 10hrs of paid equity volunteering per year; ● Participate in ongoing educational opportunities as possible;
- Open or close building, including alarm system, and parking lot gate as needed;
- Attending ‘All Staff’ meetings;
- Other duties as assigned as related to the Primary Purpose of this position.
Qualifications:
- 5+ years of progressive experience in IT operations and project leadership.
- Demonstrated success managing and developing IT teams.
- Strong experience with IT infrastructure, cybersecurity, and system administration.
- Proven ability to manage multiple concurrent projects with cross-functional stakeholders.
- Excellent communication and interpersonal skills.
Preferred:
- Experience in nonprofit or mission-driven organizations.
- Relevant certifications (e.g., PMP, CompTIA, Apple, or Linux admin certifications)
